ÇâÈÄ ¿¬±¸´Â Àå±â°£ ÃøÁ¤À» ÅëÇØ ºÒÈ®½Ç¼º¿¡ µû¸¥ ¿À·ù¸¦ ÁÙÀÌ°í ¿¡³ÊÁö ÀÚ·áÀÇ Ã¶ÀúÇÑ ±â·Ï°ú °ü¸®¸¦ ÅëÇØ Á¤È®ÇÑ ¿î¿µ ÆÐÅÏÀ» ¿¹ÃøÇÏ¿© ´õ¿í ½Å·Ú¼º ÀÖ´Â °á°ú¸¦ Á¤¸³ÇÏ´Â °ÍÀÌ ¿ä±¸µÈ´Ù. Seoul has implemented various facility improvement projects for the energy reduction since several years ago. Mostly the lighting change projects are actively being implemented which are known to have the energyreduction effect. However, although implementing the projects known to have the reduction effect, the energy and economic effect can be different depending on the situation and condition of building. The project propelledwithout the enough review has the possibility of not being as efficient as expectation. Among the projects implemented by public institutions under the title of policy or test project related to the eco-friendly or energyproject, there are projects of which ROI(Return On Investment) period is more than 10 years or of which investment cost was not returned yet as the effectiveness was not reviewed fully. To solve this problem, theperformance verification before and after the retrofit for the facility into which the energy cost was injected is required. This study measured and verified the energy reduction of lighting control device installed in the toiletsof multiple public buildings among various projects implemented by Seoul Metropolitan Government. The plan was established and conducted based on the process of IPMVP which was the international performancemeasurement and verification regulation in order to deduce the quantitative result of the reliable energy and economic effect. The main result of study is as follows. 1) The baseline was established in two ways based onthe lighting hour, lights out and business hours, and the conservative-applied value was set as operating hour among lighting on-off time and manual compulsory lights out surveyed during baseline establishment, and theuncertainty analysis using t-statistical chart during energy saving calculation was conducted to confirm the difference following the baseline by two methods. As a result of deducing and presuming the upper value ofdeduced confidence interval here, it was confirmed the difference between two methods was narrowed down up to average 12%. 2) The deduced annual reduction amount after installing the sensor was 71% when basedon lighting on-off time and 59% when based on the business hour, and the reduction effect difference of two methods was 12%. The baseline was established in the conservative manner to reduce the error by uncertaintyand the difference of two methods was confirmed not to be big. 3) According to the economic feasibility analysis, the facility investment return period was 1 year 6 months based on lighting on-off time, and 2 years 4months based on the business hour, which was very favorable. If the future electric charges increase, the effect is expected to be bigger. 4) As a result of analyzing the relationship between the number of workers and usetime, the average lighting rate of 5th floor and basement that had few workers was 7% which was remarkably lower than the average lighting rate(16%) of other floors that had similar amount of workers so it was shownthe use time was closely related to the number of workers, and it was confirmed the uncertainty of energy use rose in the place where there were many external users following the business of position and floor. In thisstudy, the baseline was established in two ways to measure the use time of currently occupied toilet and deduce the energy reduction quantity, and the lighting energy reduction result of toilet count sensor was verified.However, despite the reduction quantity calculation result to which the conservative was applied, there was a limit in the accuracy. The future study is required to reduce the error by uncertainty through the long-termmeasurement and predict the exact operating pattern through the thorough record and management of energy data to establish the more reliable result.
